Thomas KINCH
(born 1962), Danish Labour Market Economist, Researcher and Senior International Technical and Policy Advisor, has more than 18 years’ experience in policy formulation and institutional reforms in central administration from a variety of emerging economies in Europe, Middle-East, Central Asia, and Africa.
Mr KINCH is formerly Associate Professor and occasional guest Lecturer in Macro Economics, Welfare Economics, Labour Economics, Development Economics, and Research Methods in Social Science. As a scientific researcher he has studied good practices in central administration in various mature EU Member States as a foundation for his pioneering studies in applied diagnostics and skills mismatch (see also: Research Areas). After systemizing and improving the Danish Regional labour market monitoring system, and its fairly unique ability to forecast mismatches on the labour market, Mr KINCH has been appointed technical expert to national commissions on matters of 1) Regional labour market monitoring, 2) VET planning, 3) Quality control in information systems, 4) Educational reform, 5) Labour Market Reform, and 6) E-Gov. Since 2002 he has worked as an International Senior Technical and Policy Advisor while occasionally conducting research in various fields related to the challenges facing emerging economies and labour market diagnostics in which fields he remains a renowned, leading capacity. As senior technical advisor Mr Kinch strengthens the capacity in establishing consolidated foundations for targeted political initiatives and strategies by means of consistent, transparent indicators and measures to stimulate further economic development. Besides being a requirement for Agenda 21, transparent indicators are of vital importance for attracting Foreign Direct Investment.

Thomas KINCH has also provided support in Donor Coordination, intra- and inter-institutional knowledge management, and support to delegations in international and bilateral talks. He is member of international networks of education and labour analysts, and remains in contact with international organisations including ILO, Cedefop, WAPES, Eurostat, ETF, OECD, UNDP, UNESCO, UNSD, UN Women, and IOM.
