Rwanda:
On behalf of RICEM (Rwanda Institute of Cooperatives, Entrepreneurship and Microfinance): Support to the National Skills Development and Employment Promotion Strategy (NSDEPS)
- Contribution to identifying priority interventions for National Skills Development Employment Promotion Strategy and Revised National Employment Policy, namely 1) Strengthen the employment service system in Rwanda by upscaling the number of employment service centres to ensure the governance of active measures and strengthen the career guidance system, 2) Piloting the Skills Needs Assessment survey within carefully selected sectors which could support the capacities of the Sector Skills Councils, and 3) Support the work of establishing National Occupational Standards with inclusion of skills to feed into revised curricula mainly for the growing TVET sector. The work included budgeting of measures and initiatives;
- Contribution to setting up Theory of Change for National Skills Development Employment Promotion Strategy and formulation of performance indicators for the plan’s Pillar 3 on Matching;
- Conducted a review of International Best Practices in Public Employment Service to support the decision on priority intervention in Rwanda;
- Conducted Workshops for senior analysts organised by Rwanda Development Board where the plan for semi-annual reports was approved and workplans were designed. The participants represented a range of ministries, governmental bodies, and external stakeholders including Ministry of Education, Ministry of Economy and Finance, National Institute of Statistics Rwanda, Ministry of Labour and Public Service, Ministry of Youth and Culture, and representatives from the Federations in Rwanda. The workshops were based upon dialogues and group work combined with lectures on international best practices in labour market monitoring, analytics, reporting and data compilation notably of local administrative data and designated surveys not previously utilized in Rwanda;
- Submission of a plan for semi-annual reports based upon two main entrances: 1) An Annual Report which identifies the data which the administrative system across Rwanda should focus on (and integrate into LMIS) across broad areas and governmental functions, and 2) implementation of an employment barometer to allow a semi-annual procedure for obtain feedback from establishments (formal as well as informal) on labour demand, labour dynamics (in- and outflow), new job-openings, and labour shortages. The last mentioned will inform the Occupation in Demand List by using formal evidence and hence provide the legal justification for the Labour Market Transfer System, which determines which categories of occupations where Rwanda can import labour;
- Support in revising the questionnaire for Integrated Business Enterprise Survey conducted by National Institute of Statistics Rwanda (NISR) to allow for data on labour market demand, labour dynamics (in- and outflow), new job-openings, and labour shortages;
- Support to identification of questions to enter Tracer Studies Questionnaires for educational institutions based upon international best practices and supervised the training of educational stakeholders in the questionnaire during a targeted workshop for educational institutions in Muhanga;
- Supervision of the upscaling of the Labour Market Information System in Rwanda: Key contributor of inputs to the system notably on identification of data, main stakeholders, and User Requirements;
- Support to Chief Skills Office (CSO) at Rwanda Development Board in various matters concerning labour market reporting, analytics, M&E, peer review of analytical work, and contributions to assessment procedures (e.g. questionnaires);
- Development of questionnaire and provision of technical support to the first Skills Needs Assessment study in Rwanda covering the Manufacturing Sector in Special Economic Zones. The pilot instrument was based upon the Pan-European Skills Needs Assessment Survey instrument, augmented to local needs;
- Conducted a Rapid Assessment of the functioning of the Public Employment Service (PES) System in Rwanda, the local Districts Business Development and Employment (BDE) Units, the Career Guidance System, combined with interviews of local employers and jobseekers. The findings were merged with the review of international best practices conducted earlier and submitted to the stakeholders in a consolidated report containing proposals for adjustment of the PES System, the local BDEs, the establishment of a Career Guidance Knowledge System, the overall legislative framework, and M&E of active measures on local level, including QA-procedures of administrative records;
- Contributed to the analytical studies of a larger tracer study of Rapid Response Trainings in Rwanda (short term upskilling training courses for unemployed adults). The interviews were conducted by RDB staff for a sample of 1000+ graduates from the trainings, including focus groups interviews (open questions and discussions leading to qualitative information) and interviews with a short list of employers (based upon question frames)

- Provide suggestions to new instalments and capacity building activities to increase the capacity in skills needs assessment, labour market monitoring, and M&E of activities, including suggestions to increase the transfer of knowledge between key institutions dealing with mismatch problems on local, regional and national level.
